Unfortunately, fishermen continue to use them,”said Roy Fernando, the secretary to the Tourist Affairs Association in Kalpitiya.�He said foreign tourists spend around Rs.10, 000 per ride to the dolphin paradise -10 km off the Kandakuliya coast in Kalpitiya.<br />

He added the Wild Life Department charged Rs. 1,200 from foreign tourists and Rs.20 from locals.�“Area residents are against the killing of dolphins as they have an affection towards the mammals and not simply because they see them as a means of income,”he said.<br />

Island at Kalpitiya to M/s Saphire Bay Resort (Pvt) Ltd to convert the
area as an international tourist hub. This land to be given on a 99 year
lease term basis will incorporate Hotels, Resorts, Water Villas, Spas,
Golf Courses etc. and other leisure and recreation facilities to meet
the present day needs of tourists.<br /></div>

The investor will pay the determined value of the land Rs 1070 million at once.<br /><br />Sri
Lanka Tourism Development Authority identified Kalpitiya Dutch Bay
Island and its surrounding islands in Dutch bay and Portugal Bay as an
ideal Special Development Zone for Nature Based Tourism. Its strategic
location and abundance natural resources access to Wilpattu national
Park, Cultural Triangle, Airport with minimum time, create a best
destination to turn the area into exotic Brand New Resort.<br /><br />Sri
Lanka's biggest Tourism development project, Kalpitiya Tourism promotion
zone, took off the ground when 'Dutch Bay Resorts' laid the foundation

Kalpitiya Bay in the northwestern coastal belt. <br />
The Department of Wildlife Conservation has taken the initiative to
further protect the natural habitat and biodiversity in the Bay area. <br />
Director of the Department of the Wildlife Conservation, H.D. Ratnayake
has told the media that the regulations relate to sea mammal habitats. <br />
The whale-watching season in the northwest began in the last week of October and will continue till April next year. <br />
Blue whales, mink whales, dwarf whales, bottlenose dolphins,
Indo-Pacific humpback dolphins and Spinner dolphins are known to be

Kalpitiya,
the peninsula which separates the Puttlam lagoon from the Indian Ocean
sits picturesquely bordering the north western coastal beach. With its
20 surrounding islands it is a beautiful stretch of land.<br />
Unfortunately, some of these islands have gradually begun sinking in the face of sea erosion. <br />
Wella, Palliyawatte and Battalangunduwa, with
about 1,000 families settled on them and are among those which have
begun rinking.<br />

Newton Lowe, an
islander and a fishing net owner said he has been living on Palliyawatte
island for more than 30 years.
According to him decades ago the island covered
an area of around 20 acres of coconut land. <br />
Today these lands are
no more.
Chairman of the Ocean and Coastal Resources
Conservation Foundation, Upali Mallikaarachchi said human activities led
to the destruction of mangroves, coral and limestone layers which
prevented sea erosion.<br />

The results of this
activity has led to the sea encroaching into the islands he said.
He said, it was important to preserve the
natural beauty of the area and have temporary settlements such as
cabana's on the islands while permanent structures should be situated on
the mainland.<br />

Speaking to Daily News Business at the Arabian Travel Mart, he said that several operators in France and Germany have said that they would send back to back groups for any type of hotel in Kalpitiya.
“One of the main reasons for Kalpitiya to be a hit among foreign operators is because it is a hideaway location and the calm beaches which are similar to the Maldives. In addition Kalpitiya would be a cheaper destination than the Maldives and tourists could indulge in more activities such as Whale watching, diving, para diving, snorkelling and excursions to archaeological sites and wildlife safaris in the neighbouring Wilpattu Sanctuary,” he said.
He said that among the other advantages, the tsunami threat in Kalpitiya is almost zero since it is geographically shaded by India covering the Indonesian tsunami prone area.
The government should provide the infrastructure and minimize the current red tape for the Kalpitiya region to take off.
Palihawardane said that they would put up 50 rooms in Kalpitiya on a five acre property. “We have done some research and found that this would be a very profitable venture. We hope to invest around Rs. 350 million,” he said.
In addition he said that they are looking at investing in a purpose built hotel for Nuwara Eliya rather than converting a bungalow or refurbishing an existing hotel. “We are looking at a 30 room property for Nuwara Eliya,” he said.
Palihawardane said that they hope to start construction of these two hotels by the end of this year when the necessary approval is received. He said that he would tie up with a German partner to build the two hotels with a total investment of around Rs.500 million.
In addition their first property, Rosen Hotel, the only four star plus property in Kataragama would add 10 rooms by the end of the year increasing its total room strength to 65. Their second property, the boutique hotel in Weligama has 25 rooms and with these investments by end of 2013 the group would have a total room strength of around 175.

Chairman of the company Walter Perera told Daily News Business that the company has already invested Rs 200 million on the development of a 135 acre land which is an island in Kalpitiya. The project is to be completed in two phases within 3-4 years time jointly with its UAE partner who is a hotelier.
Phase one will include the construction of the main building with 60 rooms, 50 cabanas and 14 villas with a mini golf course. Another 46 villas, 100 cabanas and 60 rooms will be constructed during stage two of phase one. Phase two will include another 60 villas.
A large number of job opportunities will be created once the project is completed. This will include 1,700 to 2,000 direct employment and another 6,000 indirect job opportunities for the people living in the area. The total land area around the hotel will be utilized for agricultural products such as coconut, local varieties of fruits and other crops required for the hotel with the intention of giving fresh products to customers.
The hotel is designed in such a manner that it would save energy by using renewable energy. Solar power will be used as much as possible along with wind power, he said.
The company also owns a another 20 acre land in Kalpitiya city planned for another hotel with 17 rooms, banquet hall and 13 cabanas. The construction of this hotel will commence next month. Depending on future tourist arrivals it will be developed to a 4 star hotel with 150 rooms, a mini golf course and a commercial complex.
This hotel will completely depend on solar power. Perera said that his longstanding experience with Frigi Engineering for the last 30 years has helped in a big way to focus on energy effective and innovative solutions for buildings.

Turtle Watching - There is an abundance of turtle life in this area. The traditional nesting place for turtles is across the waters on the Indian beaches. Wilpattu National Park - The largest national park, spanning approximately 425 sq miles, has reopened to the public after nearly 25 years. Access to the park is granted by the Wild Life Department. It is approximately 85km from Diyamba (about 1.5 hours by car). Wilpattu is a thick dry zone jungle with an impressive variety of flora and fauna, including leopards, elephants, deer, wild boar and sloth bears.

attached to SLNS Vijaya in the North-western Naval Area took timely
action to save the life of an injured whale, which had washed ashore on
the Vella beach in Kalpitiya on 13th January 2012. In a mammoth effort
which took some 07 hours, they managed to assist the 38 foot Fin Whale
to swim back to deep waters off the Dutch Bay after freeing it from the
entangled fishing net which had hindered its free movement.

<div style="text-align: justify;">
The whale had been first sighted by the naval personnel deployed on
coastal protection. It had been struggling in shallow waters with
injuries to its fin and abdomen areas. Alerted naval personnel rushed in
and pumped water helping it to breath and guiding it to refloat. They
felt overjoyed to watch the magnificent Whale, nicknamed “The Greyhound
of the Sea” by whale lovers for its great speed and slender build,
regaining its strength and heading home.

As part of its social responsibility projects, the Navy assists whale
conservation. It has ventured into organizing whale watching cruisers
with a view to raise public awareness on the endangered world’s largest
animal and to assist the country’s ongoing tourism promotion drives
targeted at whale watching enthusiasts worldwide. </div>

The total investment in the land amounted to Rs. 122.18 million. The acquisition is the company's second following a change in management earlier this year.<br />

The proposed resort will comprise of 150 rooms and 28 water front villas. The 28 water front villas will be built facing a 50meter-wide waterway which cuts through the land and connects at the end to the sea. These exclusive water villas will have individual gondolas providing the occupants access to the sea. In a unique proposition, the villas will be made available to local and foreign high net worth individuals on the basis of a 99-year lease. Citrus Leisure will operate the villas as part of the hotel with the concurrence of their owners, managing and marketing them accordingly.<br />

The "Santhoduwa-Kalpitiya" site is ideally placed in close proximity to the whale- and dolphin-watching sites in the seas off Kalpitiya and the magnificent Wilpattu national park, home to the elephant and the elusive Ceylon leopard. The company believes the proposed resort will cater to the growing demand for suitable star class accommodation along the North West coast of Sri Lanka.<br />

Chairman of Citrus Leisure PLC, tourism-veteran Prema Cooray said, "Our decision to enter Kalpitiya is a strategic one that considers the area's vast untapped potential to become a tourist hotspot. Kalpitiya is one of the zones being targeted in the government's new vision for tourism and Citrus Leisure PLC is excited to be a flagbearer in the emergence of Destination Kalpitiya."<br />

Renowned architect Murad Ismail has come on board to design the resort, bringing with him his extensive experience in designing world-class properties, including the prestigious Four Seasons Hotel in the Maldives.<br />

The purchase of the "Santhoduwa-Kalpitiya" land is the company's second major acquisition following its purchase of a 7.2 acre beach property in Waskaduwa, where construction will begin in early 2011 on a 150 roomed 4-star property.<br />

He said that Kalpitiya in the Northwestern coast would be the latest addition to tourist zones in the world like Bali and the Maldives.<br />

The applications received by private companies to lease the islands have been forwarded for Cabinet approval and the most suitable companies will be selected, he said.<br />
<br />
Fourteen islands in Kalpitiya area are selected for the initial stage of this project and as estimated the total project cost will be USD 4 billion.<br />
<br />
The project is expected to be carried out mainly through private investments while the government will facilitate the infrastructure development of the islands.<br />
<br />
Roads and houses will be constructed while providing more facilities for the fishing industry to earn the satisfaction of the community living in these islands at present. "The target of the Ministry is 2.5 million tourists into the country by 2016. There is a requirement of about 50,000 hotel rooms. Of this amount 5,000 rooms will be constructed in Kalpitiya.<br />

These will be constructed giving high priority for environmental protection and the natural beauty of the area. Kalpitiya can be a major tourist attraction with corals, dolphins, Wilpattu National Park, archaeological sites and rich cultural heritage in the Puttalam district," he observed.<br />
<br />
He also pointed out that the tourism industry would provide more income avenues for the people in these islands who traditionally engage in fishing. "They can involve themselves in tourism related occupations during the fishing off season. Tourism will improve their family economy," he said.<br />
<br />
The Project Engineer also mentioned that necessary measures have been taken in coordination with the related Departments and Pradeshiya Sabhas to acquire 17 more islands in Kalpitiya. With the completion of this addition the new tourist zone would consist of 31 islands, he said.<br />
<br />
He observed that about three to six months would be spent to obtain permission from the relevant authorities to proceed with the project by submitting environmental assessment and project reports.<br />

"Suddenly, our 3 boats were surrounded by a big school of fish with more than 50 Dolphins showing off and skimming the water as if inviting us to follow them," added Bandula.<br />

The long wait was over and our patience had paid rich dividends.<br />

"There are 2 luxury properties for the overnight stay for a Dolphin Safari. One is the more expensive & luxurious Alankuda Beach Resort and Ruwala Resort in Thalawila, where we opted to stay," added Bandula de Silva.<br />
<br />
Ruwala Resort is operated by a private company owned by an enterprising couple Maithree and Anudini Liyanage, of Pandu Liyanage fame.<br />

This in addition to one other island leased earlier and both islands from the Kalpitiya islands’ development plan would add 350 rooms to the Sri Lanka’s tourism room strength, a top government official said this week.<br />

“Of the 14 islands we will be developing another six islands in the near future. A key feature in this project is that we have integrated the people of the area and will not be moving them. At present projections these resorts should be ready by 2012,” S. Kalaiselvam, Director-General, Sri Lanka Tourism Development Authority (SLTDA), told the Business Times.<br />
<br />
Commenting further on other projects in the pipeline, he said; “Pasekudah will also be developed on the East coast. Where we had only three hotels we have now planned 13 new projects. On completion this will add another 1000 rooms to the pool. Of the investors six parties have already started construction.”<br />
Further new development in the East will include Kuchchaveli where a 500-acre block of land is to be offered for development. It is now in the process of been declared a tourism promotion area. With this done it will possible to monitor all development activities there. The process of actively seeking other properties for development is also underway, he added.<br />

“With the increase in tourism we are looking towards the SMEs for active participation. Here they are encouraged to register ‘home stay’ facilities with the SLTDA. Any unit meeting the requirements may register under this scheme. As a large number of rooms are required now in the North with the festivals and both the tourists and the Diaspora arriving, this is a pressing requirement. As at now 300 parties have registered. Their details are displayed on the SLTDA website and could be booked on line direct,” he said.<br />

Referring to the incentives on offer to the tourism investor, Mr Kalaiselvam said; “The most attractive incentive is land to an investor. Any investor who meets the criteria will be eligible for this. In addition various duty free concessions and tax holidays are also available. The biggest incentive for the industry is the tourist and with the end of the war we have been able to attract them here in numbers.”<br />
<br />
He expects tourism numbers to exceed 600,000 this year. “We have already passed the 340,000 mark in the first seven months of this year. The industry is so busy now that when we call a meeting with the guides no one attends as they are all on tour.”<br />

The 12 islands are located in Kalpitiya area of Western Sri Lanka, close to the capital city, Colombo.<br />

According to Dr Nalaka Godahewa, Chairman, Sri Lanka Tourism, the tendering process for leasing out identified lands in these 12 islands will begin within a month’s time. The lease period will be for 35 years and further enhancement will be considered depending on the volume of investment that comes in.<br />
<br />
Sri Lanka Tourism is in the process of identifying more locations for developing tourism infrastructure, including hotels, resorts, convention centres, entertainment centres, marinas, etc. in the island nation, Godahewa added. He informed that interests of investors will be fully protected in Sri Lanka. “We can think of separate tax holidays for investments amounting to more than USD 500,000,” he added. When asked about his expectation in terms of Indian investments, he said that Sri Lanka Tourism expects between USD 300 and USD 400 million from Indian investors.<br />

Sri Lanka Tourism has set a target of 2.5 million foreign tourist arrivals by 2015. “We need to have around 30,000 more hotels rooms to achieve the target growth. We have achieved a growth of more than 40 per cent in arrival numbers in the first half of the current year and hope to achieve the target of 2.5 million before 2015,” Godahewa said.<br />

When asked about the infrastructure development of North and East of the country, Godahewa said that they are virgin territories as far as tourism development was concerned. He said that land for two beach resorts and two island resorts have already been identified in these areas and more locations will be identified in the coming months.<br />
<br />
For all kinds of investments in the tourism segment, the Sri Lankan government has empowered Sri Lanka Tourism Board as the ‘single window clearance’ body.<br />

We decided to finally make use of a tent instead of lugging it around the country and headed to Kalpitiya for a two day stay at one of its great beaches. Kalpitiya is the little finger of land you see on the west side of Sri Lanka, with its base roughly where Puttalam is located.<br />

Important to note is that the very tip of this finger is inaccessible to most people because the Navy has colonized it in the name of defense measures. If you plan to take a boat to any of the surrounding islands, you will also need permission from the ministry of defense. <b>Transport</b><br />
<br />
We decided to take the 7:30 train from Fort, which turned out to be a regular train which stopped at every station. It took around five hours to get to Palavi, the closest town from where you can get a bus to Kalpitiya. The train ride itself is quite unremarkable except for the couple of dozen decaying train carriages you will see on the way there. Since the land is mostly just flat and full of trees, there won’t be much hanging off the footboard letting your arm dangle in the air above a thousand foot drop; Unless you find prawn farms terribly exciting to flap at.<br />
<br />
Once at Palavi, you will have to make your way to the main road. At this point we decided to stop for lunch, as it was a shame to waste all that salt that had collected on our person on the last couple hours of the train ride. Prices were average, and most shops had the regular chicken, fish and beef but also prawn.<br />
<br />
Once on the main road, make your way south for about two hundred meters and you will come across the junction that leads off to Kalpitiya. There is a bus, the 901, that arrives every ten minutes or so to take you where you want to go. Most of the time, it will be quite crowded. A local said that there were A/C buses which usually had seats but we didn’t see any arrive while we were there.<br />
<br />
The bus from the junction will take about an hour and forty five minutes to get to Kalpitiya town. It will pass through Thalawila, where there is a famous church visited by many thousands. Most of the way there you will see sparse vegetation on mostly sandy soil. It looks kind of like the east but less dry and less likely to get you killed.<br />
<br />
The drivers didn’t seem to mind some of us hogging the footboards even when the bus was emptying out. Although it did look like we’d never been on a bus before.<br />
<br />
Once in Kalpitiya, there are a few places of interest such as the Jetty, where unfortunately we weren’t allowed to take pictures. Most armed forces personnel around were friendly and informative. Sadly, most of the information they could provide was that we would need all kinds of permissions to get on boats and things.<br />

<b>Camping</b><br />

So we asked around town on suitable places. We finally decided on a stretch of beach near the Nara Institute, close to the Kudava fishing village, which is near Kandakkudi town, on the advice of a three wheeler driver. But as it turned out, we had happened upon private property and were asked to vacate the premises the next morning. You might want to seek out other spots to settle down on.<br />

Setting up a tent is easy enough, as we found out. It was a first for most of us but it was straightforward and… straightforward. The wind might be a bit of a sap but if you manage to anchor it down, it’ll hold.<br />
<br />
Once you’ve set up camp, you are free to enjoy the beach. Wallow in its cool waters, build sandcastles or collect seashells like a little girl.<br />
<br />
For dinner, we had a few packets of instant noodles which we cooked over a fire using firewood we gathered from around the area. We recommend you try this for at least one meal for it is quite enjoyable.<br />
<br />
Since it takes a while to get a fire going and you’re likely to run into a hitch or two if it’s your first time, take a few flash lights along.<br />
<br />
<b>Getting Back</b><br />
<br />
Wherever you are, you can ask the locals for directions to get back to the main road which is never too far away on this thin stretch of land. Make your way there and catch the 901 bus back to the Palavi junction. You might want to continue all the way to Puttalam instead of getting off at Palavi since Puttalam town will offer more places to eat and easier access to buses and trains. There is a train from Puttalam all the way to Mount Lavinia, which I think is an express train but you should check times for it first. The Sri Lankan Railways web site will be of use here.<br />
<br />
We decided to take an A/C bus back to Colombo from Puttalam, and as it turned out it got back an hour faster than the regular train. Unfortunately the Rosa buses on the route weren’t exactly the lap of luxury, especially since we didn’t get the coveted rear seat. Four hours of sitting in a small seat isn’t for everyone.<br />
<br />
Finally, the usual words of advice for anyone going camping: Don’t litter, and try not to kill anything.<br />

This in addition to one other island leased earlier and both islands from the Kalpitiya islands’ development plan would add 350 rooms to the Sri Lanka’s tourism room strength, a top government official said this week.<br />

“Of the 14 islands we will be developing another six islands in the near future. A key feature in this project is that we have integrated the people of the area and will not be moving them. At present projections these resorts should be ready by 2012,” S. Kalaiselvam, Director-General, Sri Lanka Tourism Development Authority (SLTDA), told the Business Times.<br />
<br />
Commenting further on other projects in the pipeline, he said; “Pasekudah will also be developed on the East coast. Where we had only three hotels we have now planned 13 new projects. On completion this will add another 1000 rooms to the pool. Of the investors six parties have already started construction.”<br />
Further new development in the East will include Kuchchaveli where a 500-acre block of land is to be offered for development. It is now in the process of been declared a tourism promotion area. With this done it will possible to monitor all development activities there. The process of actively seeking other properties for development is also underway, he added.<br />
<br />
“With the increase in tourism we are looking towards the SMEs for active participation. Here they are encouraged to register ‘home stay’ facilities with the SLTDA. Any unit meeting the requirements may register under this scheme. As a large number of rooms are required now in the North with the festivals and both the tourists and the Diaspora arriving, this is a pressing requirement. As at now 300 parties have registered. Their details are displayed on the SLTDA website and could be booked on line direct,” he said.<br />
<br />
Referring to the incentives on offer to the tourism investor, Mr Kalaiselvam said; “The most attractive incentive is land to an investor. Any investor who meets the criteria will be eligible for this. In addition various duty free concessions and tax holidays are also available. The biggest incentive for the industry is the tourist and with the end of the war we have been able to attract them here in numbers.”<br />
<br />
He expects tourism numbers to exceed 600,000 this year. “We have already passed the 340,000 mark in the first seven months of this year. The industry is so busy now that when we call a meeting with the guides no one attends as they are all on tour.”<br />

These hotels will be established in Vellai and Ippanthivu islands in the Kalpitiya Tourist Zone. These projects are expected to generate more than 1,200 employment opportunities.<br />
<br />
The Government leased out the Vellai island where one of the hotels is to be constructed. Tourist Board Chairman Nalaka Godahewa and Sun Lanka Resort Chairman Mohammed Sham signed the lease agreement in the presence of Economic Development Minister Basil Rajapaksa.<br />
<br />
The construction of this hotel consisting of 150 rooms would be completed within three years. The hotel to be constructed in the Ippanthivu island in Kalpitiya will consist of 300 rooms and it is an investment of Rs 1,700m. <br />

The investments are expected to cost Rs. 3.2 billion.<br />
The two islands, Wellai and Ispanthivu, would generate direct employment to 1200 people in the area. <br />
Work at the Wellai Island will be completed within three years at a cost of Rs. 1,500 million. A five star hotel is set to come up with 150 rooms. The Ispanthivu island development will be completed at a cost of Rs. 1,700 million, which will be a 300 room five star complex. The total cost of investment will be Rs. 400 billion. <br />
The proposed Kalpitiya Tourism Zone is an eight-mile long strip of land in the Kalpitiya peninsula. There are eight islands ranging from one acre with the total land extent being over 3,000 square miles. <br />
The Tourism Ministry hopes to convert the area to an up market destination with golf courses, cable cars, amusement parks and night entertainment facilities. Already released 14 islands for the project have been released.<br />
The Sri Lanka Tourism Development Authority is hoping to create 15,000 direct employment opportunities and 50,000 indirect employment opportunities under the Kalpitiya Integrated Tourism Resort Development Project.<br />
The Government hopes to expand infrastructure facilities such as road development, electricity, hospitals and condominiums similar to a mini city concept. The expectation is that this would attract high spending clients and the minimum room rate per night would be over US$ 400 per day.<br />
